Curated by Creative Barking and Dagenham (CBD) Cultural Connectors, the festival will share a message of hope as lockdown begins to ease.
Residents are being encouraged to keep an eye out for pop-up light displays, which have been designed to be seen without the need for congregation.
Creativity packs have also been distributed to over 40,000 children and young people.
Last year, the festival took place at Eastbury Manor House and featured illuminated projections, laser light shows, lanterns and fire gardens.
This year locals will still be able to enjoy a sense of togetherness from their own homes.
Sule Shevket, CBD Cultural Connector, said: “GLOW has always been about bringing our diverse communities together to enjoy some light and a sense of hope.
“I am more excited about this year than ever before.
“After the last 12 months, we all needed a beacon of hope to brighten our way out of darkness.
“We had to think outside of the box and together we have achieved something quite spectacular.”
GLOW will be the first festival to take place in Barking and Dagenham this year.
