Loud bangs were heard in the area around Green Lane at around 1.40pm this afternoon.
Police say no one was shot during the incident, as armed police helped detain the suspects.
The four arrests were made at two addresses in east London and one address in Leicestershire.
Men aged 27, 31, and 32 were arrested, as was a 17-year-old boy.
In a statement, the Met Police said: “Officers are currently searching the three addresses, and a search is also underway at a fourth address in east London as part of the investigation.
“All four men were arrested on suspicion of being concerned in the commission, preparation or instigation of acts of terrorism under section 41 of the Terrorism Act (TACT) 2000 and remain in police custody at this time.”
The 27-year-old suspect has been taken to hospital after he was bitten on the foot by a police dog during the course of his arrest.

Green Lane was closed off near the junction with Mayfield Road earlier this afternoon, although it has since reopened.
