The St George’s Health and Wellbeing Hub will bring together a range of health, social care and community services under one roof near Suttons Lane.
It will give residents access to early diagnostic services for cancer as well as mental health and prevention services.
The NHS has been working with health and care partners across north east London for a number of years to design the hub.
They secured detailed planning approval earlier this year and the government is expected to grant final approval in the coming weeks.
Contractors are now preparing to demolish parts of the old St George’s Hospital building at the site.
The chief executive officer at North East London Health and Care Partnership, Zina Etheridge, said the works marked a “significant milestone” for the project.
“Once we receive final approval from the government, the main building work on the hub will get under way which will be really exciting,” she said.
“When it’s complete, the hub will provide a range of vital services to support people across Havering and neighbouring boroughs now and for many years to come.”
The site will also provide a community café and meeting spaces for local voluntary and community groups.
Work on the project is expected to be finished by March 2024.
