Around ten firefighters tackled the blaze at the building in Main Road after the Brigade were called at around 9.40pm last night.
A ground floor office was partially damaged by fire. No one was believed to injured.
The fire is believed to have been started deliberately.
The building recently became subject to a police investigation after several windows were smashed and vehicles in the car park vandalised.
Crews from Romford and Harold Hill Fire Station attended the scene and the fire was under control within the hour.
The cause of the fire is under investigation by both the Brigade and Metropolitan Police Service.
A spokesperson for the Metropolitan Police said: “On Monday, 20 May at 9:55hrs East Area BCU Police and London Fire Brigade were called to a building fire at Romford Town Hall.
“London Fire Brigade were able to contain the fire to one office in the building.
“The fire was extinguished and it appeared that the fire had been started deliberately.
“An investigation was initiated and a man was arrested who remains in custody.
“The investigation continues.”
A spokesperson for Havering Council said: “We are aware of an incident at the Town Hall last night.
“The Council is supporting the police and fire brigade with investigations.
“We are unable to say anything further at this time.”
