The applicant, Eastern Iron Works Ltd, want to demolish the Costa coffee shop and former Time-Tees Cars garage in Station Road.
They intend to build a five-storey hotel with 82 rooms on the site instead. The rooms will consist of 24 family rooms, 49 double shower rooms and nine wheelchair accessible rooms.
Upminster councillor Oscar Ford told residents on Facebook that the building will be operated by Travelodge.
Costa have reportedly expressed an interest in continuing to operate out of a replacement store on the ground floor of the hotel.
There are also plans for a small supermarket or convenience store to be based at the site but no operators have been confirmed yet.
Both shops would face onto Station Road while there are designs for a third commercial unit at the rear of the building in Wilson Close.
If the plans are approved work would begin in January 2023 and could be completed by December 2024.
